This research paper written by Professor Gianluca Veronesi (University of Bristol), Professor Ian Kirkpatrick (University of Warwick), and Associate Professor Ali Altanlar (University of Leeds) investigates the prevailing public perception that public money would be better spent on employing more frontline service staff and fewer public sector managers.

However, this research demonstrates that a higher manager-to-staff ratio has a statistically significant positive impact on both the effectiveness and efficiency of the service provided, and as such, investment in managers should be a priority when implementing the NHS Long Term Plan.
